These programs were created by mayoral executive orders after the fire and are administered by LADBS and partner departments. Verify current terms at recovery.lacity.gov or at the center itself; details have been amended several times since 2025.
One-Stop Rebuilding Center
Roughly ten city departments under one roof at 1828 Sawtelle Blvd, West LA, weekdays 9–5: Building and Safety, Planning, Engineering, and more. The single best first stop for any rebuild question.
Expedited review
Rebuilds on parcels substantially damaged or destroyed by the fire receive expedited initial permit review under the mayor's first executive order, for residential and commercial projects alike.
Like-for-like, up to 110%
Rebuild what stood before, up to 110% of the previous footprint and height, even where the old structure didn't meet current zoning. Note: this covers zoning, not fire-safety code. Zone 0 still applies.
Fee waivers
Plan check and permit fees are suspended for owners who held the property as of the fire date. Post-fire purchasers do not qualify.
Self-certification pilot
California-licensed architects and engineers can self-certify residential and energy code compliance on eligible rebuilds, trimming plan-review time. Fire and other clearances still apply.
LAFD clearances
LAFD handles fire-safety clearances on rebuild permits, including hydrant proximity. Once Zone 0 adopts, expect the first-five-feet details of your site plan to be part of this conversation.
Beyond the city
Federal and state recovery programs (FEMA, SBA disaster loans) had defined application windows after the fire, and insurance remains the primary funding source for most rebuilds, including for homeowners on the California FAIR Plan. Community organizations, including the Pacific Palisades Community Council, have tracked and distributed local rebuilding grants. We don't list dollar figures we can't verify; treat any specific number you see elsewhere as a prompt to check the source.

Are city permit fees really waived for fire rebuilds?
The city suspended plan check and permit fees for owners who held their property at the time of the fire. Owners who purchased a lot after the fire date do not qualify. Confirm current terms with the One-Stop Rebuilding Center, as programs evolve.
What does the One-Stop Rebuilding Center actually do?

Can my architect really self-certify my plans?
The city's self-certification pilot lets California-licensed architects and engineers certify compliance with residential and energy codes on eligible rebuilds, bypassing standard LADBS plan review. Other departmental clearances, including fire, still apply.
Is there money specifically for Zone 0 compliance work?
