A wood fence is a fuse connected to your house
Embers don't need to reach your house. They only need to reach your fence. A wooden fence that touches the structure carries fire straight to the wall, the eave, the vent. IBHS ember research is why fences are called out by name in the April 2026 draft.
The Palisades saw this mechanism at neighborhood scale in January 2025: wind-driven embers, not a wall of flame, ignited homes from the ground up. Every fence being rebuilt now is a chance to remove that fuse permanently.
And because nearly every rebuilt fence here is a new fence, the immediate rule applies to the Palisades more broadly than anywhere else in the city.
What a Zone 0 compliant fence looks like
Three material paths, and one shortcut. Compliance is about the five feet nearest the home, not necessarily the whole fence line.
Metal
Steel, aluminum, and wrought iron all pass in Zone 0. Powder-coated steel is the most common like-for-like swap for wood privacy fencing.
Masonry & block
Block walls, brick, and stone are noncombustible and permanent. Highest cost, zero maintenance, best ember protection.
Fire-rated composite
Some composite products carry fire ratings expected to comply under the final regulations. Verify the listing before you buy. Most standard composite is combustible.
The critical 5 feet
You may not need a noncombustible fence line end to end. A noncombustible gate or panel where the fence meets the house breaks the fuse. On new plans, it costs almost nothing.
Fence questions, answered
I'm rebuilding. Can I put back the wood fence I had before?
Not within the first 5 feet of the structure, once regulations are adopted. The like-for-like rebuild orders cover zoning, not fire-safety requirements. Plan a noncombustible fence, or keep the wood run outside the 5-foot band with a noncombustible section at the connection point.
Do I have to tear out an existing wood fence right now?
No. The immediate rule covers only new fences. Existing fences fall under Phase 2, and the City of LA sets that deadline, up to 5 years after the state adopts final regulations.
Does vinyl fencing comply?
No. Standard vinyl is combustible and deforms under radiant heat. Metal, masonry, or verified fire-rated products are the compliant options.
What counts as the connection point?
The section where the fence meets the structure. A noncombustible gate or panel in that last stretch breaks the path a burning fence gives fire into the wall, and it is the detail inspectors look at first.
